I haven't been to a concert in Osaka, so I don't know the specifics for the Kyocera Dome. I'm sure that there will be scalpers selling tickets, but you should probably get there pretty early just in case. In Tokyo, the scalpers were just outside the nearest train station, but again, I don't know the situation in Osaka, and there are no guarantees. I'm sure they would sell to a foreigner as long as you had money, though you'd best be careful that you're buying a ticket for the right night. Maybe copy down the date in Japanese if you can't read Japanese. There are also ticket resellers, which is less sketchy than scalpers, but I don't know where they might be located in Osaka.
